Labor went to the last election promising to take Japan to the International Court of Justice to stop whaling. Two years on and no action has been taken. The French Government's environment ambassador, Laurent Stefanini, said France and Australia were working closely on whaling. He supported taking steps towards legal action, possibly by a group of countries acting together. "It takes time ... but it's a good idea," Mr Stefanini told AAP in Paris.
