In exchange, the Japanese want a resumption of commercial whaling in Japanese waters. Japan's Asahi Shimbun newspaper is reporting that fisheries minister Hirotaka Akamatsu will outline his proposal at the meeting of the International Whaling Commission (IWC) in Morocco in June.
